Introduction

Following the two editions in previous years, the Desnível Adventure Sports Association (Desnível) and the Estoril Higher Institute for Tourism and Hotel Studies (ESHTE), are promoting the III International Mountain Congress – Sports and Active Tourism in 2007 (cim2007).

This congress, which will be held on 23-25 November 2007, at the auditorium of the Estoril Higher Institute for Tourism and Hotel Studies counts on the participation of national and international speakers, as well as other specialists and institutions, related to the environment, active tourism and adventure sports.

The main goal of cim2007 is to gather the different participants in these areas, to debate and deepen subjects associated with mountain and sports animation. The pertinence of these subjects is highly justified by the growing importance of nature tourism and the diffusion of adventure sports. In fact, the practice of outdoor activities has been attracting an increasing number of practitioners, as well as an uprising number of promoters of these activities, both at an associative or institutional level and at a private level as well.

Consequently, there has been a growing pressure on the mountain regions, particularly on the protected areas. Therefore, it is fundamental to look for a balance, in order to develop these activities in a sustainable way, investing in the quality of services and in the security of the participants, involving economies and local populations. These guidelines are part of the Programa Nacional de Turismo da Natureza (Nature Tourism National Programme) created in 1998. The “Cartas Desporto Natureza” is one of the Programme’s tools that is becoming a reality, but there is a lack of supportive measures on healthy and sustainable sports and animation practices. Unjustified restrictions, bureaucracy and access taxes are not easily accepted by a sports animation sector in full restructuring and growth.

The regulation of the tourism sector, on both associative and business activities, connected with nature and adventure tourism, is a relatively recent reality in Portugal. However, already sufficiently mature to establish a constructive debate to present propositions aimed at overcoming some deficiencies in  legislation and some of the sector’s weak points.

Besides presenting mountain sports, the CIM has been concerned with gathering, in a wide debate, the different participants that interact in the mountains, a rich and preserved territory. Innovation and technology, training, risk, regulation, health, physiology, entrepreneurship and sustainability are some of the subjects of this great biennial forum which is already in its third edition.

In this third edition we aim at widening the number of participants and speakers from abroad, in order to consolidate the international dynamics, which lies in the mission of this event.

This congress is sponsored by AMFORHT (World Association for Hospitality and Tourism Education and Training), in order to promote the evolution, innovation, thought, research and training in the “mountain and sports activities” related with tourism.

Main Objectives of the Congress

Organisation

The International Mountain Congress is organised by the Desnível Adventure Sports Association and the Estoril Higher Institute for Tourism and Hotel Studies (ESHTE).

The Desnível Adventure Sports Association is a non-profitable organisation, whose headquarters are located in Cascais, aiming at promoting and developing sports, social and environmental activities. People bearing relevant experience in a wide range of adventure sports, namely hiking, mountain climbing, canyoning and white water rafting compose this association.

The practice of adventure sports in a more sustainable manner and with a high level of security are two of the main concerns of this association. Therefore, Desnível relies more and more on the qualification of its technicians and instructors and runs specialised courses for the community. The Estoril Higher Institute for Tourism and Hotel Studies (ESHTE), founded in 1991, is a state polytechnic school tutored by the Ministry of Sience, Technology and Higher Education. ESHTE is focused on training specialists in the areas of Tourism, Hotels and Restaurants. It presents a differentiated training offer: open courses, speacialised technology courses, graduate courses (adapted to the Bologna Declaration) and post-graduate studies.

Strategically located in the tourism area of Lisboa-Cascais-Sintra, ESHTE has modern infrastructures that allow it to link theoretical studies and the practical skills of each course. ESHTE is a cultural and technical higher education training centre, whose aim is to prepare professionals able to face the challenges within business and institutional sectors of tourism, hotels and restaurants.

Access

By car: Take Highway A5 (Lisboa-Cascais), exit nr. 9 due Estoril and turn right after the roundabout.

By train: Cais do Sodré - Cascais Line, exit in Estoril.

Delegates arriving at Lisbon Airport can take a 30-minute taxi ride (cost +/- 35 Euros) or the bus service (Stagecoach nr. 498) that is also available.

Programme

The Congress will last three days and will focus on seven main subjects.

The plenary sessions will be presented throughout five panels. These will be complemented with a forum wich will take place on Saturday afternoon. Lectures featured with video presentation will occur on Friday and Saturday evenings.

Call for papers

This congress will consist of two lectures, a debate and the presentation of about 32 papers. Besides the keynote speakers, the Organisation invites delegates to present 15-20 minute papers or posters. Social Programme

A social programme will be organised for the delegates, their partners and the general public. This programme shall include activities such as pedestrianism, canoeing, mountain biking, climbing, sailing and a visit to the Sintra-Cascais Nature Park.
